In the summer of 2002 an agency of the government of Mauritania, the Commissariat for Human Rights, Poverty Alleviation, and Social Inclusion, had to determine how and whether to change its Twizé plan of poverty and shelter aid. The system was piloted in the Dar el Beida resettlement place on the outskirts of Mauritania’s capital, Nouakchott, in 1999 and then extended to three other similar resettlement places in 2001 and 2000. But the Commissariat was stressed that it couldn’t manage to use the Twizé plan more broadly in its present form, and the aviator had not been cheap. HKS Instance Amount 1706.0
