The Roaring Dragon Hotel (HDI), a Chinese state-owned enterprise (SOE), was under pressure to become a profit generating 5-star hotel, due to further development of the market economy in China. As with many public companies, the HDR was swollen, full of archaic work practices, internal cliques systems no systematic production system dysfunctional reasons unrelated to performance. During the modernization, a number of issues of human resource management has become increasingly evident, the resolution of these issues have become a priority. In 2000, the provincial government and stakeholders HDR made their first attempt to modernize the hotel by hiring a company to carry out world-class upgrade. The disastrous outcome led the provincial government and stakeholders to lose courage, enthusiasm and motivation that six years later. The new owner of the joint venture and the Board HDR recovered enough confidence to try to improve the second time. Hired premium hotel services (PHS) to make the second attempt to improve operations. PHS found the quality of older employees by increasing the turnover of new staff and the new policies of the continuous evolution of the Chinese economy are now present problems never before faced the HDR. How interested can solve these problems and HDR emerge as an internationally renowned hotel five stars commercially viable?
