Secret Instructions for the members of Indocarta in light of item #PON374; this is a Three-party, multi-issue international trade discussion among three culturally distinct states over which of two countries will export rice to the third; inculdes coalition and ongoing relationship problems. The smaller, historically unfriendly island nations of Hawani and Indocarta both want to export their rice to Fuji. In a string of one on one and tripartite meetings, representatives of the three countries must determine not only whether and how rice will be imported by Fuji, but also whether Hawani and Indocarta will work or compete with each other in such an arrangement. The cultural differences among the three nations and the changing economy play a crucial part in the negotiations. This is a role play case.
