This case surveys the history, construction, and actions of both dominant U.S. teachers unions-the National Education Association (NEA) and the American Federation of Teachers (AFT). The NEA and AFT represent about 90% of U.S. public school teachers and have grown quickly since the widespread legalization of collective bargaining among public sector workers, which started in the 1960s. It focuses on noncontroversial data associated with the growth and function of NEA and the AFT. Gifts but will not assess the policy debates and research that cover the effects of unionism on pupil achievement and other aspects of the U.S. system of public instruction.
