A mayor intent on attracting, keeping, and resurrecting the city’s tax base, the middle class challenged NCS to show that the city could be helped by its policies. This new political climate presented a critical and challenging tactical challenge for the organization voted for the overwhelming bulk of its budget by the City Council. NCS, considered its leader, would need to find means to accommodate its assignment with the new political climate in town or locate a fresh means just close up shop –or to finance its plans. This non-profit direction case is meant to allow for discussion of political change that should be adapted through organizational strategy. In particular, it raises the question of nature and the extent of the duty of those. The case may also be used in discussion of home policy to investigate the issue of when and where home subsidies are not inappropriate. HKS Case # 1707.0
