On the April 8^th, 1787, James Madison wrote to the Governor Edmund Randolph of Virginia: “My Dear Friend, I’m happy to see that you’re turning your ideas towards the company of May next.” Madison was referring to the Federal Convention scheduled to initiate the next month in Philadelphia to revise the Articles of Confederation. Madison’s job was for an entirely new form of government-although the forthcoming assembly had made clear its intention of simply enhancing the present authorities under the Articles of Confederation.
