In January 2011 the Indonesian senior officials were considering the results of a new survey of travel showed that the number of trips in the Greater Jakarta has been growing steadily, while the share of trips made by public transport fell rapidly. Jakarta had a reputation as one of the most congested cities in the world, and the situation was getting worse, because the population and the average income of the metropolitan area have grown rapidly. This case is designed to be used in a course or an executive program that addresses the challenges faced by rapidly growing cities in developing countries. It is intended to illustrate the various causes of congestion in a city like Jakarta and to encourage participants to reflect on the advantages and disadvantages of alternative strategies.
