On the basis of negotiations between Google and the Chinese government to allow Chinese citizens access to high-speed Chinese version of the Google search engine. To reach an agreement with the Chinese government, Google had to agree to allow the government to censor access to certain sites converted by the search engine Google. Accepting Google compromised its open access policy. There was research on the agreement by the Congress of the United States and some protests by American citizens.
