This summary describes how United States finances and capital infrastructure investment to preserve its economic competitiveness. It considers the functions of citizens, users, authorities’ lenders and allocators, and private investors in the infrastructure financing system and demonstrates the creative tools which can be utilized. It focuses on five important regions: the problematic state of fuel taxes; the raising assurance of user fees; initiations in debt financing; the challenges of privatization; as well as the assurance (and challenges) of public-private ventures, with special focus to a model job in Miami, the Port Tunnel. The review concludes with a call for cross-sector coalitions to come up with strategies with long term impact targets and short term observable progress for users.
