Rising Xiaolingtong China Telecom mobile technology has led to a debate on regulation. Xiaolingtong behaves like a mobile phone (users can move from one city to another and their phones have SIM cards), but since the technology runs the backbone wireline telecommunications, which is regulated as a fixed system. Therefore, even if it competes with the mobile service providers, because it has always imposed above fixed rates, distorting the mobile market in its favor.
