Rising Xiaolingtong China Telecom mobile technology has led to a debate on regulation. Xiaolingtong behaves like a mobile phone (users can move from one city to another and their phones have SIM cards), but since the technology runs the backbone wireline telecommunications, which is regulated as a fixed system. Therefore, even if it competes with the mobile service providers, because it has always imposed above fixed rates, distorting the mobile market in its favor. The Ministry of Information Industry to close their eyes to this new communication technology?
