The case depict the delivery of an urban public transportation job through a public private partnership (PPP). Dr. E. Sreedharan was made the managing director of the corporation. DMRC finished phase I of the MRTS in 2006. The authorities further mandated DMRC to execute phase II of the MRTS job. The Japanese Bank of International Cooperation (JBIC) supplied soft loans for both stages of the job, which were being executed and commissioned through standard engineering and procurement contracts (EPC).
